While not directly involved in the genocide, EU member states might have facilitated the killings. During its colonial rule of Rwanda, Belgium issued identity cards where ethnicity was indicated. Before the genocide, France exported weapons to the Hutu-led Rwandan regime.
On Sunday 7 April in the morning, Juncker and Mimica will participate at a wreath-laying ceremony in the Kigali Genocide Memorial, followed by the commemoration ceremony at the Kigali Convention Centre. Juncker will also hold a bilateral meeting with President Kagame.
