European Council President Charles Michel has invited Ukrainian President Volodymyr Zelenskyy to address the European Council summit on Thursday.

Zelensky is expected to present his victory plan to the EU leaders in Brussels, Michel announced on Tuesday on messaging platform X. This will enable them to review the latest developments in Russia’s war against Ukraine.

Military support for Kyiv and strengthening Ukraine’s damaged energy sector are key topics for the 27 EU leaders attending the summit.

According to Zelenskyy, the victory plan outlines “clear, specific steps for a just end to the war.”

Last week, Zelenskyy toured European capitals to secure backing as Ukraine approaches its third winter of war and Russian forces continue to advance.

Zelenskyy fears Western support might wane if Donald Trump wins the upcoming US presidential election.

The summit will also address the situation in the Middle East, European competitiveness, and migration policies.
