“Since October 10, 30% of Ukrainian power plants have been destroyed, causing massive blackouts across the country,” Zelenskyy tweeted, while also reiterating his refusal to negotiate with his Russian counterpart Vladimir Putin.
At least two people were killed on Tuesday in Russian strikes that targeted critical infrastructure in Kyiv and caused power and water cuts on a riverside of the capital, the Ukrainian Prosecutor’s Office said.
