All homes in Brussels to have an energy certificate by 2030

All Brussels housing must have an Energy Performance of Buildings (EPB) Certificate by 2030,  Alain Maron, Brussels Minister of Environment, said on Wednesday.

Maron made the disclosure at a committee review of a project aimed at adapting the Brussels Air Climate Energy Code to the region's energy renovation strategy for buildings.

The text targets the establishment of a gradual regulatory framework, supported by public authorities, with the aim of renovating energy-wasting properties – those credited with an F or G Energy Performance Certificate – by 2033. Another longer-term deadline - 2045 -has been set for improving and phasing out D and E Energy Performance Certificates.

After several hours of discussion, the text was adopted with nine votes for, two against (PTB and N-VA) and two abstentions (MR).

For Maron, the bill addresses the need to amplify action to meet the target of a 47% reduction in greenhouse gas emissions by 2030, in line with European goals.

Presently, buildings generate over half of greenhouse gases and nearly a third of fine particles released into the air in Brussels region. Around 27% of Brussels households face energy poverty, while a third of buildings in Brussels are not insulated at all.

The draft project aims to transform Brussels buildings by setting a long-term, predictable direction aligned with the region’s energy renovation strategy for buildings, Minister Maron said.
