Unions alarmed by proposal to outsource electronic surveillance in Flanders

The joint trade unions are alarmed by a proposal to outsource electronic monitoring in Flanders, contained in a draft decree under discussion in parliament.

The ACOD, VSOA, and ACV federations stated on Wednesday evening that monitoring individuals wearing ankle tags is a crucial government responsibility. They warned that actions could follow if privatisation is pursued.

Currently, the Flemish Centre for Electronic Monitoring (VCET) oversees convicted individuals and suspects wearing ankle tags. The unions criticised the discussion of the proposal, during a parliamentary committee meeting, to outsource this task to a private partner under certain conditions.

Electronic monitoring is an essential duty of the government, the unions stress, arguing that such a responsibility cannot be shifted to external parties without losing control and accountability.

The unions note that VCET has access to sensitive personal and criminal data. Outsourcing could increase the risk of misuse or inadequate security. They also fear that private companies might prioritise profit over quality.

The unions are calling for the removal of an outsourcing provision from the draft decree. If the plan proceeds, VCET staff do not rule out taking action.
