A New Year's Day mass shooting in Montenegro killed 12 people, including two children.

A 45-year-old male shooter opened fire in a small village near Cetinje, the former capital of Montenegro, on the afternoon of 1 January.

The suspect was on the run for a short period but died by suicide after being surrounded by police, who had told him to surrender his weapon. There were attempts to transport him to hospital but he did not survive.

The attacker's motives remain unknown. He was reportedly drunk and had spent hours in the restaurant where he then got into an argument with the owner, according to police chief Lazar Scepanovic.

The man then went home to get a weapon and shot four people dead in the restaurant. He then went to "three other places, where he killed the Martinovic family, a member of his own family and two children aged ten and 13." He is also said to have tried to kill four others, but they survived the attack.

Montenegro's Prime Minister Milojko Spajic has declared three days of national mourning on 2, 3 and 4 January.

"This tragedy raises questions about who is allowed to carry firearms in Montenegro," he stated, pledging to start a debate on the issue.
